Short Overview
This policy defines the norms, minimum land area, zoning conditions, license procedure, development standards, and layout guidelines for residential plotted colonies, group housing, and integrated townships in Haryana.
1. Purpose of the Policy
- To regulate planned residential development in licensed colonies.
- To guide developers on minimum area norms, density, FAR, coverage, open spaces, and EWS obligations.
- To ensure townships are financially, environmentally, and socially sustainable.
2. Minimum Area Requirements
- Plotted Colony: 25 acres minimum (zone-dependent).
- Group Housing Colony: 10 acres minimum.
- Integrated Township: 100–200+ acres depending on zone.
- Mixed-use permissible as per zoning plan.
3. Land-Use Distribution Norms
- Residential plots
- Group housing
- Commercial pockets
- Green/open area (min. 10–15%)
- Roads & civic amenities (schools, dispensary, community center)
- Utility infrastructure (water, STP, electricity)
4. Development Controls
- FAR: As per zoning plan/building code.
- Density: Defined per acre depending on zone.
- Height: As per Haryana Building Code.
- Parking: ECS norms applicable.
5. Affordable/EWS Requirements
- 15% EWS plots / units mandatory.
- Reservation for community sites as per norms.
6. License & Approval Process
- Apply under Section 3 of the Haryana Development & Regulation of Urban Areas Act.
- Submit CLU, layout plan, financials, bank guarantee, and developer background.
- Pay license fees + scrutiny fees + development charges.
